EXPERIENCE

  • Developing policies aimed at reforming the health sector and health-related bodies that involve separating the funding, purchase and supply functions. Drawing up a legislative and regulatory framework for these policies.
  • Drafting healthcare plans, strategic plans for healthcare bodies, hospital operating programmes (hospital management plans), medical maps and criteria for resource planning (primary care, high technology equipment, referral services for key specialties and transplants).
  • Decentralizing functions and powers at each territorial level and autonomy in health centre management.
  • Drawing up annual management agreementsagreements in health centres (hospitals and primary care), with each centre being allocated a prospective closed budget according to the service portfolio, activity, quality (both technical and perceived by patients and staff), teaching and research to be carried out in order to meet the population's health needs.
  • Analytical accounting, systems for measuring hospital case-mix and cost- per-process.
  • Devising an information system for managing waiting lists for surgery, tests and examinations.
  • Introducing ongoing quality improvement schemes that involve applying the European Foundation of Quality Management assessment model to the health sector, and accreditation and certification models of the Joint Commission and the ISO Standards applied to suppliers, health insurers and to medical supplies manufacturers.
  • Design and implementation of performance-related staff incentive systems.
  • Design and introduction of fit-for-purpose standards and criteria and authorisation to open new health centres.
  • Developing new models of healthcare provision: foundations, public companies and Private Finance Initiatives in the health sector involving public works contracts.
  • Establishing new organisational and healthcare management models founded on clinical management and the introduction of protocols, guides and clinical pathways. Appraisal of compliance with protocols and variability in clinical practice.
  • Introduction and implementation of Clinical Institutes or Areas for comprehensive care for patients suffering from a specific pathology.
  • Developing integrated care between primary care and hospitals, including a referral and counter-referral system.
  • Developing projects for research into health services, funded by European R & D agencies and projects involving telemedicine.
  • Design, evaluation and accreditation of plans and activities.
  • Management capacity-building courses for managers, and clinical management for medical and nursing staff.
  • Active participation in various international bodies: health committees of the European Union, high-level group on patient mobility, public health group and the bureau of the Council of Europe, WHO Executive Council, World Health Organisation assemblies, the WHO's European Region and the Pan-American Health Organisation.
  • Involved in projects funded by international financial bodies (World Bank and Inter-American Development Bank).
